Chile: Pinera announces measures against looters and masked protesters

Chilean President Sebastian Pinera announced a series of measures in Santiago on Wednesday to respond to the protests that have plagued the country for weeks.

The main measures include the proposal for "an anti-looting bill that will toughen the penalties for crimes of robbery that are committed using the presence of crowds, to cause public calamities or disturbances of public order" and the establishment of an immediate discussion of an "anti-mask" bill to "more rigorously punish the crimes of public disorder, when whoever commits them, does so hiding his face behind a hood or any other instrument that doesn't allow his identity to be known.”

Another measure he announced has the objective of better fighting crimes against public order using barricades.

Pinera also wanted to show the concern of his government regarding the number of members of the forces of order and security injured during the protests, including a statute of protection that "will regulate with greater force the injurious acts or attacks committed against Carabineros, Policía de Investigación or Gendarmería, when these acts are committed against officials who are by in their position or during the exercise of their duties.”

The president stated that the agenda is a "significant and important contribution to improving our ability to control and safeguard public order and protect public safety" and that its approval is "urgent and necessary".

The current wave of demonstrations, considered to be the largest in decades, was sparked by a now-suspended metro fare hike. The demonstrations have since evolved into a movement with wider grievances aimed at addressing the rising cost of living, pension reform and police conduct during demonstrations amid calls for the resignation of President Sebastian Pinera.
